Information for Neighborhood Associations

Educate residents and neighborhood watch members to be aware of foreclosures or other abandon houses and rental units. It is a common practice for homeowners or renters to leave their pets behind when forced to move. This may also occur in student neighborhoods, where pets are simply abandoned when students relocate. Months may go by before someone re-enters a home or rental unit that has been abandoned. This is usually to late for the abandoned animal. If a house appears empty, does not show sings of habitation, but was previously occupied and you suspect animals have been left behind, contact the police department. Insist that they gain access to check for abandon pets. Abandoning an animal is against the law in Michigan. [MCL 750.50(1)(e)].

A good felony anti-cruelty law should:

* Apply to all animals.
* Apply to first-time offenders.
* Have large fines and lengthy prison time as penalties.
* Have no exemptions.
* Allow or require convicted abusers to get counseling at their own expense.
* Prohibit abusers from possessing animals or living where animals are present.
